Do the authors of the manuscript, titled: The Covenant, Unit 2, fairly, completely and honestly teach the true meaning and significance of the Master’s sacred words?

Most certainly, they do not. Cunningly, they totally ignore the first realm of Divine guidance, the interpretation of Bahá'í Holy Writ and the Holy Text, (the “Law of God”), an authority divinely that has been assigned exclusively to the Guardians of the Bahá'í Faith, and, notwithstanding, have the temerity to insidiously pretend that a currently established illegitimate sans-Guardian and so-called Universal House of Justice provides an infallible source of divine guidance. Following is what they have writtten in support of this position on page 68 of the publication: The Covenant, Unit 2, on the same page in which the Master’s words are quoted. .
“The existence of the Universal House of Justice ensures that humanity will benefit from a continuous source of guidance for the duration of Bahá'u'lláh’s Dispensation. One need only think of the magnitude of the challenge that the Baha’i community is called upon to meet in this Day to appreciate the significance of the unique bounty God has bestowed upon humanity in the institution of the House of Justice. The implications for the unity of the community are clear enough. But, together with the other members of your group, think about how the following processes each connected to the establishment of a world civilization, are affected by the existence of authoritative source “…an authoritative source of guidance” --written as if their headless bogus UHJ were a legitimate institution, which it is not, and written as if the Guardianship of the Bahá'í Faith had not been delineated by the Master in His sacred Will and Testament as an indispensable authoritative source of divine guidance.
Question:
Can the authors of The Covenant, Unit 2, on page 68 of their manuscript, conveniently and ignobly ignore the fact that they have not considered, in their 95-page manuscript, the source of Divine guidance provided by the Guardianship, under the terms of the Will and Testament of ‘Abdu’l-Baha, and thereby be able to justify their spurious claim that such guidance for Baha’is can be exclusively provided by a sans-Guardian and illegitimate Universal House of Justice?
Answer:
No, they cannot make such a claim, because nowhere in their manuscript do they cite the sacred and immutable provisions contained in the Will and Testament of the Master, which stipulate that a living Guardian of the Bahá'í Faith is solely "the expounder of the words of God" nor can they blatantly ignore Shoghi Effendi's oft-repeated reminders of that same truth.
The UHJ cannot be an "authoritative" source of Divine guidance for true Bahá'ís without the Guardian as its “sacred head.”
Furthermore, the body currently on Mt. Carmel claiming to be the Universal House of Justice cannot be an "authoritative"source of Divine guidance for true Bahá'ís because, in addition to the reasons cited above, the Will and Testament of 'Abdu'l-Baha grants the following authority to the Guardian with respect to the UHJ, an authority that is totally lacking in his permanent absence from that body : "Should any of the members commit a sin, injurious to the common weal, the guardian of the Cause of God hath at his own discretion the right to expel him."
Further, it is stated “But, together with the other members of your group, think about how the following processes each connected to the establishment of a world civilization, are affected by the existence of an authoritative source of divine guidance.”
Following the above statement, the authors of The Covenant, Unit 2 then list nine processes of the Bahá'í Faith, insinuating that the only “authoritative source of guidance” affecting these nine processes is their Universal House of Justice.
No mention whatsoever is made of the vital hereditary principle of the Bahá'í Faith, which principle provides for the continuous, authoritative, infallible interpretations of Bahá'í Holy Writ and Bahá'í Holy Text by the sucessive Guardians of the Faith, which interpretations are equally as vital and indispensable to the processes involved in the establishment of a Divine civilization on earth as the legislation enacted by the other “pillar” of the “twin pillars” of the Administration Order of the future World Order ofBaha’u’llah.
Futhermore, no mention at all is made of the essential hereditary principle that is embodied in the inheritance of the Guardiaship, by successive Guardians, under the terms of the Will and Testament of Abdu’l-Baha, during the course of the Dispensation of Baha’u’llah, as pointed out in the writings of Shoghi Effendi.
At the end:
If any of the tutors of the Ruhi Book 8 are able to convince me that the current so-called Universal House of Justice is an "authoritative" source of guidance for true Bahá'ís, without the living Guardian as its “sacred head,” I will forthwith retract, sincerely in front of him, the accusations made above of the obvious and glaring falsity of their claims. I hope all true and sincere Baha’is will definitely raise the same questions that I have.

While it is true that 'Abdu'l-Baha talks much about the role of the UHJ in providing guidance for a world in travail, He was refering to a UHJ that has a living Guardian at its head.
